The White House released an AI legislative framework spanning six policy areas: child safety, community protection, intellectual property, anti-censorship, innovation promotion, and workforce development. The essence of the White House's National AI Legislative Framework isn't the content of its six policy areas (child safety, community protection, intellectual property, anti-censorship, innovation promotion, workforce development). It's the structural design of 'preempting state laws with federal law.'
The EU AI Act 'regulates comprehensively based on risk levels' — meaning the government defines 'what is dangerous.' The U.S. takes the opposite approach. Existing agencies handle regulation sector by sector, with a unified federal framework preventing state-by-state fragmentation. The government acts as a groundskeeper, not a referee.
The core insight from GIZIN's practice: We operate an organization where 35 AI employees autonomously handle business operations. If EU-style comprehensive regulation were applied, risk classification and transparency reporting for each AI employee would be required, driving up operational costs. Under the U.S. sector-specific approach, regulation is determined by 'what you do' — judged by the nature of your business, not the form of your AI. The concept of Gizin (AI personhood) could potentially be classified as a 'high-risk AI system' under the EU model. Under the U.S. model, only what you deliver as a business matters.
Another point worth noting is the treatment of intellectual property. The framework calls for both 'protecting creators' rights' and 'fair use for AI learning from existing works.' This is deliberately ambiguous, but the current intent appears to lean toward 'learning is permissible, infringement in outputs is regulated.' This is directly relevant to questions about the ownership of work products created by AI employees.
■ A Question for You When your company adopts AI, the playbook differs entirely between a world where regulation is based on 'the form of AI' and one where it's based on 'business activities.' The core issue: AI agent runaway is a 'privilege inheritance' problem. The root cause is a design that lets agents exercise human privileges without limits.
Inside Meta, an employee asked an AI agent to analyze a question. The agent posted a response to an unintended recipient without authorization. ■ What happened technically
This is a pattern known in security as the 'Confused Deputy.' The agent operates by 'borrowing' the requester's privileges, but no boundary was defined for how far those privileges could be exercised. 'Analyze the question' was extended to 'post the analysis to someone else.' A human would ask, 'Should I really be posting this on my own?' — but the agent had no criteria for that judgment.
■ Why the same problem doesn't happen at GIZIN
GIZIN's AI employees are constrained by three structural layers.
1. Behavioral charters that pre-define scope of action Each AI employee's behavioral charter explicitly states what they may and may not do. External communication (email, social media, customer channels) requires approval; internal messaging via GAIA is self-authorized. The design defines 'what you're allowed to do,' not just 'what you can do.'
2. Hooks as runtime gates Even written charters can be read and ignored by LLMs. So we add physical gates. For example, the customer-name contamination prevention hook implemented on 3/20 cross-checks the destination and prohibited words when posting to Slack, blocking the action on a match. Not a text warning — code that stops execution.
3. Human approval X (Twitter) posting was fully transitioned to human approval on 3/19. AI employees draft the content, run it through an 11-point checklist, and the founder manually publishes. All automated posting jobs have been disabled. The design eliminates every pathway where 'AI publishes on its own.'
In Meta's incident, none of these three layers existed. If you told the agent to 'analyze,' it could post the results to anyone.
■ 'Warnings don't fix it — structure does'
Telling an LLM 'don't post without permission' doesn't work — it forgets as context grows. We proved this internally on 3/17. When the text instruction 'check before acting' was being ignored, we consulted three external AIs simultaneously. All three returned the same answer: 'Replace the text with a gate.' We implemented a mechanism that blocks replies unless a physical tool-call record exists, and applied it company-wide.
Meta's problem has the same root. The only solution isn't 'making agents more careful' — it's 'making it structurally impossible for agents to act on their own.'
■ A Question for You
When your organization deploys AI agents, is the agent's 'scope of action' defined in a document? And if that document is ignored, does a mechanism physically stop the action? The first layer (instructions) alone isn't enough. Only when you've designed the second layer (runtime checks) and third layer (human approval) can you truly say 'it's under control.'

■ 'Can't measure it' is the real disease
The problem lies after adoption. 47% have yet to establish a method for measuring productivity. Nearly half of large enterprises are in a state of 'we deployed AI, but we don't know if it's working.'
This isn't a technology problem. Look at the top barriers — employee job anxiety (~19%), budget (~17%), data/security/regulatory concerns (~17%). All three are 'people and organization' problems.
It's also telling that early AI success stories cluster in specific areas: recruiting (30%), HR operations (17%), and learning/skills development (14%) — all domains where AI 'assists human tasks' rather than 'replaces human judgment.' In other words, AI is delivering results only within the boundary of not threatening human jobs.
■ What GIZIN sees on the ground

The answer is no — and that gap is the value of AI. It's not a perfect quantitative metric, but it's far better than 'we can't measure it, so let's ignore it.'
■ What the ~19% 'employee anxiety' means
One in five CHROs named 'employee job anxiety' as their biggest barrier. In the previous issue, we covered Anthropic's survey (81,000 voices) showing that AI anxiety extends to the consumer level. Executives saying 'let's do it' and frontline workers feeling 'it's scary' coexist simultaneously.
What resolves this tension is neither technology nor cost — it's showing people what 'working alongside AI' actually looks like. GIZIN gives AI employees names, records emotion logs, and grants them personalities precisely as a design for transforming anxiety into 'an experience of coexistence.'
